Protect building plans and permits from future code and zoning changes

Summary:

Provides that approved subdivision plats, site plans, and building permits shall be exempt from subsequent changes in the state building code, fire code, and municipal zoning regulations.

The House amended the bill. The revised bill extends the existing 5-year exemption for subdivision plats to 10 years, and increases the preliminary step from 2 years to 5 years. The bill also changes the building code and fire code appeals process, limiting the jurisdiction of the local building code board of appeals to hearing decisions made under local amendments to those codes.

The Senate also amended the bill. The Senate amendment allows the town of Hampton to discontinue a particular strip of highway in order to lease that property to a private entity.

The House refused to pass this version of the bill.
