Revise critical incident stress management teams, establish rural teacher incentives

Summary:

Provides that critical incident stress management teams may include emergency room employees.

The House rewrote the bill. The new bill makes several changes to critical incident stress management teams, from who may participate to what information remains confidential.

The Senate amended the bill to also establish certification of substance use treatment programs by the Department of Health and Human Services. This is similar to SB 495. The Senate amendment then added the text of SB 217. That bill establishes the Rural and Underserved Area Educator Incentive Program, which would provide incentive payments for teachers in those areas to help cover student loans and/or other expenses.

A conference committee of representatives and senators agreed to keep the Rural and Underserved Area Educator Incentive Program in the bill, but removed the certification of substance use treatment programs. The House and Senate then passed this compromise bill.
