Study delivery of mental health services with co-occuring intellectual disability

Summary:

Revises the definition of mental illness for purposes of the mental health services system to remove the exclusion of intellectual disability. This bill then provides that an individual shall not be deemed ineligible for mental health services due to a co-occurrence of mental illness and intellectual disability.

The Senate rewrote the bill to instead establish a commission to study the delivery of behavioral crisis services to individuals with mental illness whose impairment is primarily due to intellectual disability.
