Create process to fight federal energy regulation

Summary:

Rewrites the New Hampshire Energy Policy in state law. In general, this bill adds much more detail, with an emphasis on "market forces" over subsidies or other government action.

The Senate rewrote the bill. If an in-state electricity generator receives notice of federal regulatory action that makes it unlikely they will continue generating electricity, this bill requires the generator to notify the Department of Energy. The Department of Energy would be required to investigate how the lost electricity might impact the state's energy supply. The Department could then seek help from the Attorney General to oppose the regulatory action.

A conference committee of representatives and senators approved the Senate version of the bill.
